Operator: find-next-participation

Operator Overview:

This operator sets the task of finding the next step the NTD has a role in.

Operator Proposal:

It is proposed whenever the NTD is trying to launch the space shuttle and has no other task.

Operator Application:

It is implemented by the find-next-participation problem space.

Operator Reconsider:

Reconsidered if a task is posted.
