Task: evaluate-step

This task is to decide what action should be taken on the step that is currently being looked at. This eventually leads to the evaluation of the countdown clock time for steps with NTD as RESP. The task is initiated by productions in follow-omi-procedure.soar6, but is executed by ones in scan-step.soar6.
