RE: Staffing Plan - Clarification

Dr Mr. Bell:

As we discussed, our staffing plan includes individuals whose 
job title is Ethics Officer.  This is a term which is peculiar 
to our operation, and means an individual who is specially 
trained to work with students whose behavior falls outside the 
parameters which are acceptable for those on the Narconon 
Program.  They are not policemen or any such thing.  They are 
trained to observe the students, perceive unacceptable behavior 
and work with the student, on a one-on-one basis, to determine 
what is causing the student to behave improperly, to help the 
student handle that problem or problems and to work with the 
student to overcome the problem so that he or she can get the 
maximum benefit from the program.  In extreme cases, where the 
student simply will not alter an unacceptable pattern of 
behavior, the Senior Ethics Officer may adjudicate that the 
student is to be removed from the program and sent home.  This 
occurs only in rare instances.

Ethics officers are trained to be particularly observant and to 
take up situations as soon as they are noted.  In addition, our 
other staff are also trained to be observant and, where a staff 
member other than an Ethics Officer observes something 
considered to be non-optimal, routes the student immediately to 
an Ethics Officer for handling.

I trust that this clarifies the role and purpose of the Ethics 
Officer.  If any further clarification is needed, please let me 
know.
