Rochester, N.Y. has offered Domestic Partnership Registration since 1994. I have the official documentation in my folder. It was approved and adopted on April 15, 1994. Ordinance No. 94-89.

I believe that the City of Rochester offers DP benefits to City employees, but I am looking for the documentation to back this up. If I can find it, I will let you know the extent and what benefits are offered.
