Camp Concentration by Thomas Disch is about a government installation experimenting with an intelligence enhancing disease. The disease is eventually fatal and is being tested on non-violent convicts. It bears some resemblance to "Flowers for Algernon" by Daniel Keyes, but it is difficult to say which is better because they have different emphases.
