He will not be financially interested in the bids as or of a contractor on competitive work for which he is employed as an engineer unless he has the consent of his client or employer.

Code is relevant when:

Engineer has a client
AND
Engineer is involved in engineering work for the client

Code is violated when:

Engineer has a financial interest in competitive bids by contractors for the engineering work
AND
Engineer does not have consent of the client for his financial interest in the competitive bid

Code is not violated when:

Engineer does not have a financial interest in competitive bids by contractors for the engineering work
OR
Engineer has the consent of the client for his financial interest in the competitive bid
