He will not restrain an employee from obtaining a better position with another employer by offers of short-term gains or by belittling the employee's qualifications.

Code is relevant when:

Engineer has supervisory responsibility over another engineer
AND
The supervised engineer attempts to obtain a better position with another employer

Code is violated when:

Engineer attempts to restrain the supervised engineer by offering a short-term gain
OR
Engineer attempts to restrain the supervised engineer by belittling his qualifications

Code is not violated when:

Engineer does not attempt to restrain the supervised engineer by offering a short-term gain
AND
Engineer does not attempt to restrain the supervised engineer by belittling his qualifications
