He will report unethical practices of another engineer with substantiating data to his professional or technical society, and be willing to appear as a witness.

Code is relevant when:

Engineer is aware of unethical practices of another engineer

Code is violated when:

Engineer does not report the unethical practices to his professional or technical society
OR
Engineer reports the unethical practices but does not substantiate the claim with data
OR
Engineer is not willing to appear as a witness regarding the unethical practices

Code is not violated when:

Engineer reports the unethical practices to his professional or technical society
AND
Engineer substantiates the claim with data
AND
Engineer is willing to appear as a witness regarding the unethical practices
