The Tradenet transcripts (http://www.lermanet.com/cos/tradenet.html) were disillusioning enough. Reading the transcripts, the sense of a cover-up pervades as the locals and imported WISE consultant and former GO operative Brian Andrus strategise about their PR problems, and preventing such for Co$. Annau was the scapegoat, the one chosen to take the fall.
This SP declare on Annau cemented the facts. CSI was in on the fraud. The money from all of Annau's involvement went straight to Co$. I believe that most of Annau's questionable financial involvements were directly at the behest of Co$. That Annau was extremely loyal, to the point of fraud. And that when that came close to being discovered, Annau was cast out as the scapegoat. Annau took the blame that should have fallen on Co$. This declare is a document of guilt, straight out of a cover-up.
I've wished this was public on the Net for a while. If I'd had a copy, it would have been--I'm delighted that it was unearthed. I've removed the X's from memory of the document as it hung in its original goldenrod. SUPPRESSIVE PERSON DECLARE
ERWIN ANNAU
Erwin Annau, currently of Clearwater, Florida, and formerly of
Austria, is hereby declared a Suppressive Person.
Per HCO PL 23 Dec 1968RB, Rev. 8 Jan. 1991, SUPPRESSIVE ACTS,
SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS, a suppressive person
is, "one that actively seeks to suppress or damage Scientology or a
Scientologist by suppressive acts."--LRH.
Suppressive acts, per the above policy letter, are "clearly
those covert or overt acts knowingly calculated to reduce or destroy the
influence or activities of Scientology or prevent case gains or continued
Scientology success and activity on the part of a Scientologist."--LRH.
Recent investigation has revealed that Erwin Annau has a long-term
unchanging pattern of committing suppressive acts and has in fact been
pretending to be a Scientologist so that he could utilize Scientology
lines for his own personal financial benefit at the expense and
detriment of unsuspecting Scientologists and non-Scientologists alike.
In 1992, Annau defrauded fellow Scientologists and other business
associates to the tune of thousands of dollars.
For a period of 4 years Annau attempted to involve the Church and
other Scientologists in his financial irregularities. This resulted in
him being placed under investigation by the Austrian tax office and his
home and office were raided. Annau blew Austria to Clearwater and has
still not fully resolved his situation with the tax officer or other
financial obligations he has in this country to this day.
Again, in 1995, Annau engaged in further financial irregularities
when he got involved in another business scheme solely aimed at making
profit for himself at the expense of others. During Annau's involvement
with this company, it came to the point of bankruptcy, which would have
resulted in several Scientologists and non-Scientologists losing their
investments if they did not take immediate action to obtain refunds.
Annau deliberately withheld this information to preserve his personal
profits. The end result was a criminal investigation by authorities
(which included XXXXX), the company being shut down and the two heads
of the company (non-Scientologists) were arrested.
In present time, yet more reports of Annau's financial
irregularities are being received by the Church. These again involve
Scientologists and have been to the detriment of Scientologists involved,
du to Erwin Annau's dishonest business dealings.
There recently has been yet another investigation by authorities
which found that Annau attempted to promote a product by making false
statements as to its workability. Annau was seeking to convince people
to get involved with the product, so that he could get a percent of the
money they made through selling it even though it was well known by
Annau that his statements were false. The result of the investigation
was that the product was found to be fraudulent and the company was
forced to stop selling it.
In addition to the above, Annau also has a history of denigrating
LRH technology and attempting to cut dissemination lines. He has openly
advocated less dissemination in an attempt to reduce and destroy the
influence and activities of Scientology.
Upon looking deeper, it was discovered that Annau has been involved
in financial irregularities long before he ever came into contact with
Scientology. As early as the 1970s, Annau was involved in tax evasion
in Austria. When he encountered Scientology, he used it as a means of
leeching off the productivity of Scientologists for his own financial
benefits.

The Church did everything it possibly could to help Annau reform
so that he could gain spiritual freedom, but with his intentions running
directly counter to the purpose of the Church, such offers of help were
to no avail.
Any "cooperation" on his part was clearly a pretense, aimed at
escaping justice and maintaining his lines in Scientology so that he
could continue to manipulate Scientologists for his own personal
financial benefit.
By his actions Erwin Annau has proven that he is a squirrel and a
suppressive who has no intentions of changing his ways and going free.
Worse, he has not only barred himself from the road to freedom, he has
worked to take others with him by attempting to involve them in
financial irregularities and other violations of Church policy.
He is therefore labelled a SUPPRESSIVE PERSON and has committed the
following suppressive acts:
1. FALSIFYING RECORDS.
2. USING SCIENTOLOGY LINES FOR PERSONAL PROFIT IN SUCH A WAY AS
TO CAUSE DISRUPTION IN THE ORGANIZATION OR TO BLOCK THE FLOW
OF PUBLIC UP THE BRIDGE.
3. CALCULATED EFFORTS TO DISRUPT CHURCH SERVICES OR THE FLOW OF
PUBLIC UP THE BRIDGE THROUGH THE CHURCHES.
4. VIOLATION OR NEGLECT OF ANY OF THE TEN POINTS OF KEEPING
SCIENTOLOGY WORKING.
5. REFUSAL TO ALLOW STAFF OR PUBLIC TO PROGRESS UP THE BRIDGE OR
CREATING BLOCKS ON THE BRIDGE PREVENTING SUCH PROGRESSION.
6. BLATANT AND WILLFUL OBSTRUCTION OF CHURCH OPERATIONS OR
INTERFERENCE WITH CHURCH CONTRACTUAL AND OTHER OBLIGATIONS
TO THE DETRIMENT OF CHURCH EXPANSION OR ACTIVITIES.
7. PRONOUNCING SCIENTOLOGISTS GUILTY OF THE PRACTICE OF STANDARD
SCIENTOLOGY.
Any certificates or awards given to Erwin Annau are hereby
cancelled. Any membership agreements he may have signed are also
hereby cancelled and he has no right to use the marks of Dianetics
and Scientology in any way.
Should Annau come to his senses and recant, he is to do the steps
A-E as given in HCO PL 23 Dec. 1965RB, SUPPRESSIVE ACTS, SUPPRESSION OF
SCIENTOLOGY AND SCIENTOLOGISTS.
Annau's only Scientology terminal is the International Justice
Chief, via the Continental Justice Chief.
