| Narconon has consistently denied ever having
been controlled by the Church of Scientology. In fact, as this document
makes clear, the Guardian's Office of the Church of Scientology had operational
control of Narconon from the time of its establishment at least through
to 1977, and most probably up to the early 1980s when the GO was finally
broken up. Other GO documents seized by the FBI in 1977 showed codes being
used to conceal the fact that Narconon and other Scientology offshoots
were actually under what was termed the "legal control" of the
Church.
