We should integrate Elicitor with API, that is, ensure that Elicitor gets
all data from API rather than from a file. Franklin has developed an
initial version of this integration, but it is unfinished and slow.

We should improve the mechanism for accessing global conference properties;
specifically, API should not treat them as properties of "grass."
