Thanks Ken. I agree that this would be a logistical and support
nightmare. I do not look forward to it, but many counties in Florida (the F
word again) are expecting to have one AVOS and AVTS per precinct due to ADA
requirements. I think that it has already been offered to customers as a possibility. Florida has a rule taking effect “1 Year after funding”, whenever that
is, which will require each county to have full ADA voting system capability in
each precinct. The expected
target for this rule is the Fall 2004 elections. In anticipation of this, a few
counties (Volusia comes to mind) have already placed orders for 1 AVTS unit per
precinct to work in conjunction with their AVOS. Duval County (Jacksonville FL)
has installed enough phone lines (not all activated yet) to support
simultaneous dial-ins by AVOS and AVTS units in 275 precincts. Perhaps the sales guys can get a handle on what pricing structure would
bring a profit on this setup and make it a part of their presentations. The
fact that most of the customers looking to go this route already have a large
investment in GEMS and AVOS (I assume) might make them amenable to a higher
pricing structure for the AVTS than someone looking to buy AVTS only. Mark

about this possibility the day we started work on AVTS integration with GEMS
several years ago. We had kinda
hoped (faintly) that no one would be actually crazy enough to do it though. Right now the vote center dialog allows
you to specify the count method for a vote center, and the number of memory
cards. What we would need to do to
do this right is to allow the user to specify for the vote center not a single
count method, but multiple count methods.
Our data structures don’t support this at the moment, so it is not a
trivial change unfortunately.
Mark’s setup will have to suffice for the interim. Could one or both of you
write up some background on why they want to do this? My main worry is that we can’t possibly make enough money
supporting such a complicated configuration. It is basically the worst of both worlds. Don’t get me wrong, GEMS can do
it. I just wonder out loud whether
this is even something we want to be offering customers. I guess this is an executive committee

this. While the method was not intuitive, I think I managed
to build something that would work by making a separate Counter Group (each
with its own Vote Center Type) for the OS precinct machines and the TS precinct
machines. My question is would the results from each set of machines (OS and
TS) add correctly for each of the reporting precincts? Also, my understanding is that you would need one set
of modem ports for AVOS upload and one set of modem ports for AVTS upload. Each
set of ports would have its own rollover phone number. The AVTS ports would
also be configured for RAS. Is this the way to do it? All of this is just speculation based upon trial and
error this past hour. I have not actually downloaded or uploaded any cards or
