He will assign a professional engineer duties of a nature to utilize his full training and experience, insofar as possible, and delegate lesser functions to subprofessionals or to technicians.

Code is relevant when:
Engineer has supervisory responsibility over another engineer
AND
There are no extenuating circumstances which dictate that the supervised engineer cannot be given work commensurate with his training and experience.
Code is violated when:
Engineer does not assign duties to the supervised engineer which utilize his training
OR
Engineer does not assign duties to the supervised engineer which utilize his experience
OR
Engineer delegates lesser functions (i.e., those which could be performed by subprofessionals or technicians) to the supervised engineer
Code is not violated when
Engineer assigns duties to the supervised engineer which utilize his training
AND
Engineer assigns duties to the supervised engineer which utilize his experience
AND
Engineer does not delegate lesser functions (i.e., those which could be performed by subprofessionals or technicians) to the supervised engineer
