Any firm offering engineering services must, in conformance with the laws of the state in which it operates, have its operations under the direction and responsibility of registered professional engineers.

Engineering Firm offers engineering services

Code is violated when:

Engineering Firm is not under the direction and responsibility of registered professional engineers
OR
Engineering Firm's direction is not in conformance with the laws of the state in which it operates

Code is not violated when:

Engineering Firm is under the direction and responsibility of registered professional engineers
AND
Engineering Firm's direction is in conformance with the laws of the state in which it operates
