An Engineer in governmental, industrial or educational employ is entitled to review and evaluate the work of other engineers when so required by his employment duties.

Engineer has a governmental employer
AND
Engineer reviews and evaluates the work of another engineer
Code is violated when:
Engineer's employment duties do not require him to review and evaluate the work of the other engineer
Code is not violated when
Engineer's employment duties require him to review and evaluate the work of the other engineer
