Engineer performs action related to civic or community affairs

Code is violated when:

Engineer's action is not of constructive service in civic affairs
OR
Engineer's action does not advance the safety, health, and well-being of their community

Code is not violated when

Engineer's action is of constructive service in civic affairs
AND
Engineer's action advances the safety, health, and well-being of their community
