Engineers shall issue no statements, criticisms or arguments on technical matters which are inspired or paid for by interested parties, unless they have prefaced their comments by explicitly identifying the interested parties on whose behalf they are speaking, and by revealing the existence of any interest the engineers may have in the matters.

II.3.c. Part 1

Code is relevant when:
Engineer issues an statement on technical matters
AND
Engineer's statement is inspired or paid for by an interested party
Code is violated when:
Engineer does not preface statemetn by explicitly identifying the interested party
OR
Engineer does not reveal his personal interest in the matter
Code is not violated when:
Engineer prefaces statement by explicitly identifying the interested party
AND
Engineer reveals his personal interest in the matter

Engineer does not preface criticism by explicitly identifying the interested party
OR

Engineer reveals his personal interest in the matter

Engineer issues an argument on technical matters
AND
Engineer's argument is inspired or paid for by an interested party
Code is violated when:
Engineer does not preface argument by explicitly identifying the interested party
OR
Engineer does not reveal his personal interest in the matter
Code is not violated when:
Engineer prefaces argument by explicitly identifying the interested party
AND
Engineer reveals his personal interest in the matter
