III.4.a.

Engineers in the employ of others shall not without the consent of all interested parties enter promotional efforts or negotiations for work or make arrangements for other employment as a principal or to practice in connection with a specific project for which the Engineer has gained particular and specialized knowledge.
Code is relevant when:
Engineer has an employer.
Code is violated when:
Engineer engages in promotional efforts, negotiations, or arrangements for other employment in connection with a specific project for which the engineer has gained particular and specialized knowledge

AND
Engineer does not have consent from all interested parties
Code is not violated when
Engineer engages in promotional efforts, negotiations, or arrangements for other employment in connection with a specific project for which the engineer has gained particular and specialized knowledge

AND
Engineer has consent from all interested parties
