Project Grumpy was outlined in Guardian Order 732, as were all of the projects. The order says:
PGM SNOW WHITE
PROJECT GRUMPY
SWOT NO. 5 Germany
Co-ordination with any existing program and GO action in Germany as
to suits and as it may apply or fit in to Pgm Snow White, which is
to say, OTC, "Apollo" and LRH. This area remains in GO hands.
Obtain through any existing suit or by any other means any files in the
hands of police, local Interpol and immigration on the above three
points.
Carry out any needful action to clear and correct said files if such
exist.
Exhaust all recourse as to Germany.
