Quick follow up to
this. Header candidates aren't supported on the AVTS right now, so despite
the crash being fixed, the header candidate won't actually get downloaded.
Tari, can you live without this feature for a while? We'll have to work it
into the rewrite, but we'd rather not put the effort into 3.13.x unless its
absolutely necessary.
