After deleting out all languages, and setting back to Default, I was able to get it to work

I have tried the database below on the new Vibs software on a NT machine that is Vibs capable. I am able to use this database successfully with AVTS version 3.13.9.2. When I try AVTS 4.1.02, I am able to download OK, but when I select a ballot in Test mode or insert a voter card, I get the following error message -

THE FOLLOWING ERROR HAS BEEN DETECTED

FAILED TO INITIALIZE CBALLOTDL

MISSING LANGUAGE DATA

I am using GEMS 1.17.15 with TSText 1.18.3. I also did change all audio to PCM format.
