GEMS - Create Header and Specify Column

I can't answer Bill Bower's question as to whether or not this is by design, so I'm posting it to the support list. Here are the steps:

Sure - I created a header and the option to set the column is grayed out....

However - If I click the specify column and then click apply, the buttons for where to place them un-gray.... 

Is this what you guys want it to do???
