It’s a big typesetting issue called “smart
quotes”. Do a google search and you’ll find lots of information on
the topic. It’s not a trivial
topic. Here are the three forms of
single quote:
‘ ’
'
I have to guess you are running into a postscript
font substitution problem, where the straight form of the single quote isn’t
being substituted correctly. Arial
gets substituted to Helvetica by many (most, all?) postscript drivers. Helvetica does have all the quote forms,
but I guess it isn’t getting substituted right.
You might try using an open single left-quote
for your first quote instead of the agnostic form. You can get the character into GEMS by
using programs->accessories->system tools->character map, and
selecting the character, then copying into GEMS. Actually you can probably copy it from
the above examples in this email. See
if that fares any better.
If this doesn’t help, then create a
tiny-base that demonstrates the problem, and also attach the resulting postscript
file including driver details, and maybe someone here can fix it up for you.

have found that in the instance where an open single quote and a closed single
quote are used, the GEMS graphic shows straight quotes but the ps files (pdf)
show hooked quotes with the first one hooked the wrong way. How do we fix
