Operator: compare-time

Operator Overview:

This operator compares two given clock times. If the comparison cannot be made recognitionally, then it may impasse. When the comparison is known, it will be placed back on the operator and any appropriate implementation can be completed. (This may be a kludge...)

Operator Proposal:

Proposed when a step has been found with the NTD acting as RESP. The NTD must evaluate the time and determine the step to be past-due before he will initiate it out-of-turn.

Operator Application:

The operator is implemented in the compare-time problem space.

Operator Reconsider:

The operator reconsider (in the context stated above) is not needed because the impasse terminates. In this case, the operator causes a new operator proposal at the top which terminates the SNC impasse.
