Problem Space Overview:

The scan-step problem space implements the check-for-step-pending, find-step-info, and evaluate-step tasks. It returns preferences for PEACTIDM operators to the top space, where they are then executed. It consists of a (possibly awkward) combination of domain knowledge describing what part of the step should be processed next, and PEACTIDM knowledge about which PEACTIDM operators are useful for getting access to this information.

Problem Space Proposal:

The problem space is proposed when there is a state no-change and the task is any of the three above. It in may eventually result in the selection of a new task.
