Operator: scan-page

Operator Overview:

This operator is selected to scan the page for the next potentially useful visual object.

Operator Proposal:

The operator is currently proposed only if the search-for-step search criterion is ntd-participation, and we don't know whether it's satisfied, and there are ^targets-available down from where we are currently attending and all of the foveal inputs have either been attended to or recognized.

Operator Application:

This operator is implemented by the scan-page problem-space.

Operator Reconsider:

An operator proposal is returned, which causes the impasse to terminate.
