Problem Space Overview:

The search-for-step problem-space implements the search-for-step task. (There is also a search-for-step operator, but it would be better replaced with a new-task operator.) This problem space and those under it return preferences for PEACTIDM operators to the top.

Problem Space Proposal:

The problem space is proposed when there is a state no-change and the task is search-for-step. This task is selected with any of a number of criteria, including ntd participation and conversation match.
