He will present clearly the consequences to be expected from deviations proposed if his engineering judgment is overruled by non-technical authority in cases where he is responsible for the technical adequacy of engineering work.

Code is relevant when:

Engineer is reponsible for the technical adequacy of engineering work or a project
AND
Engineer's professional judgment is overruled by a non-technical authority

Code is violated when:

Engineer does not clearly present the expected consequences of deviations from his engineering judgment

Code is not violated when:

Engineer clearly presents the expected consequences of deviations from his engineering judgment
