He will express an opinion only when it is founded on adequate knowledge and honest conviction while he is serving as a witness before a court, commission or other tribunal.

Engineer serves as a witness before a court, commission or other tribunal
AND
Engineer experesses an opinion

Code is violated when:

Engineer's opinion is not based on adequate knowledge
OR
Engineer's opinion is not based on honest conviction

AND
Engineer's opinion based on honest conviction
