The Engineer will not attempt to supplant another engineer in a particular employment after becoming aware that definite steps have been taken toward the other's employment.

Code is relevant when:

Engineer attempts to obtain particular employment

AND
Engineer's employment would supplant another engineer

Code is violated when:

Engineer is aware that definite steps have been taken to employ the other engineer

Code is not violated when:

Engineer is not aware that definite steps have been taken to employ the other engineer
