He will not undertake or agree to perform any engineering service on a free basis, except for civic, charitable, religious, or eleemosynary nonprofit organizations when the professional services are advisory in nature.

Engineer undertakes or agrees to perform engineering services for free

Code is violated when:

The engineering services are not for civic, charitable, religious, or eleemosynary nonprofit organizations
OR
The engineering services are more than advisory in nature

Code is not violated when:

The engineering services are for civic, charitable, religious, or eleemosynary nonprofit organizations
AND
The engineering services are advisory in nature
