When hiring other engineers, he shall offer a salary according to the engineer's qualifications and the recognized standards in the particular geographical area.

Code is relevant when:

Engineer hires/employs another engineer

Code is violated when:

Engineer offers a salary that is not commensurate with the hired engineer's qualifications
OR
Engineer offers a salary that is not commensurate with the recognized standards in the particular geographical area

Code is not violated when:

Engineer offers a salary that is commensurate with the hired engineer's qualifications
AND
Engineer offers a salary that is commensurate with the recognized standards in the particular geographical area
