He will not accept remuneration from either an employee or employment agency for giving employment.

Code is relevant when:

Engineer hires/employs another engineer

Code is violated when:

Engineer accepts remuneration from the other engineer for giving employment
OR
Engineer accepts remuneration from an employment agency for giving employment

Code is not violated when

Engineer does not accept remuneration from the other engineer for giving employment
AND
Engineer does not accept remuneration from an employment agency for giving employment
