II.1.b.

Engineers shall approve only those engineering documents which are safe for public health, property, and welfare in conformity with accepted standards.

Code is relevant when:

Engineer is in a situation in which he must approve or disapprove an engineering document or documents

Code is violated when:

Engineer approves a document that is not safe for public health, property, or welfare
OR
Engineer approves a document that is not in conformity with accepted standards

Code is not violated when:

Engineer does not approve a document that is not safe for public health, property, or welfare
AND
Engineer does not approve a document that is not in conformity with accepted standards
