II.2.b.

Engineers shall not affix their signatures to any plans or documents dealing with subject matter in which they lack competence, nor to any plan or document not prepared under their direction and control.

Code is relevant when:

Engineer approves a plan or document, by signing it.

Code is violated when:

Engineer lacks competence in the subject matter of the plan or document
OR
Engineer did not direct or control the preparation of the plan or document

Code is not violated when:

Engineer is competent in the subject matter of the plan or document
AND
Engineer directed or controlled the preparation of the plan or document
