Public History of an INWO Game

This is a history of the beginning of an online game of Illuminati: New World Order. This history has links that show every card that players had in their hand, and every conspiracy that they remembered to show me. Those links, however, will be private only to me until the game is over.

The players, with links to their decks:

Ralph Melton (ralph@cs.cmu.edu) served as moderator and coordinator for the game. The word I in this document refers to Ralph.

The links for the names of cards look up the cards in Wendell Hicken's Card List Generator.

The game was played by Pittsburgh House Rules, with the additional rule that overlapping cards did not matter, because the position of control arrows was inconvenient for us to look up and to represent textually.

We decided before the game began that we would play to 12 groups for the Basic Goal.

All players shuffled their Group decks and then drew six Group cards. Don Fnordlioni and Thany then put their C.I.A. cards back in their deck and re-shuffled, so that they could not draw those C.I.A. cards in their first six Group cards.

Deciding Who Goes First

In a live game, we would have decided who went first by rolling dice and proceeding clockwise from there. For this game, we decided the play order by shuffling the list of players using the same script used to shuffle people's decks. I have rewritten all the lists above to correspond to the order of play determined by the shuffling at this time.

No one else interfered, because it was Don Fnordlioni's first turn.

Don Fnordlioni rolled a 6, a success. The Mossad successfully controlled the B.A.T.F.

The initial roll is 9 (Power of the Servants) +4 (Cthulhu's bonus to destroy) +4 (bonus due to the Robot Sea Monsters) +10 (Agents card) -7 (power of New York) -10 (New York's proximity to the Bavarian Illuminati) = 10 or less.

They thought Liberty Island was merely a convenient spot to stick their garish monolith. Little did the proud humans know, such a desecration against the Most Holy Mount of the Deep One city below the waves would not, nay, could not go unpunished. Cthulhu's faithful Servants, armed with Robotic Monsters so horrible to be beyond description, will have their revenge.....

Meanwhile, across the world, a strangely damp envelope marked "URGENT" is discovered on the doorstep of the Bavarian ambassador to Japan....

Japan is behind yet another series of underhand dealings with the local Savings & Loan...

...the proceeds from which fund some favourable surveys.

Thu, 7 Nov 96 22:11:32 EST: Don Fnordlioni plays a Hoax! on the Good Polls, powering it by spending the action token of the B.A.T.F. (with power 6), and discarding his top undrawn Plot card: NWO: World Hunger.

Upon reading about the stunningly high approval ratings of the Government, the B.A.T.F. are, undoubtedly, pleased. But, just to be on the safe side, they check the veracity of the studies, and discover the embarrassing fact that the entire study was part of one of those famous Stanford sociology experiments. In other words, it was just a Hoax.

If anyone else out there (Assassins or Network) would like to see New York go poof, their help is, of course, appreciated. A 50% roll is kind of pathetic, and I'd rather get rid of New York now, before it's Power Satellited and Cyborg Soldiered (I need not remind everyone that the NY Bavarians are nearly halfway to their power goal right now, anyway, and have only taken one turn).

The above statement is only partially true -- we did, in fact, plan on neutralizing the Nuclear Power Companies once they were distracted with altering reality in our favor. The phrase, "to return the favor," is misleading, however, for in the beginning of negotiations, we offered amnesty for the Vatican City, in return for their aid. This amnesty still stands, since the Bavarians did make good on their original promise of aid -- though the aid given was not the aid promised.

(Though, we do applaud the New York Bavarian's skill in manipulating their more hated rivals. Such skill rivals, if not exceeds, our own.)

So, to reiterate: please bear in mind, the Vatican Bavarians may act unpredictably, and promise favors they have no intention of fulfilling, should they believe themselves somehow wronged or slighted. ("Belief" is important here: If we were (unthinkable!) striving for Power for Its Own Sake, we wouldn't consider trading 4 points of power [NPCs] to cripple a rival striving for the same goal by 13 points [NY+Japan] to be much of a "backstabbing.")

In our defense, we have kept all promises, and have told no outright lies, as individuals of our advanced Enlightenment are expected to do.

We still see nothing inherently wrong with the plan, and, truth be told, the Vatican Bavarians seems to have shot themselves in the foot, by attempting to walk the middle of the road in their alliances.

And as a note: We bear the New York Bavarians no ill will for resisting the plan as they did. It was a risk we felt necessary to take, and though initally surprised, we now understand why they acted as they did, and in the end, admire them for it.

Mon, 11 Nov 96 15:18:56 EST: James Eddleman spent the action tokens of the N.S.A. and the Nephews of God to contribute their Global Power (of 2 and 1, respectively) to the attack. The roll was up to a 10 or less.

After reporting to their Masters the about the techniques they learned in seminars concerning Defocused Temporal Perception and Alternate Universe Physics, the NSA and Nephews of God are ordered to use any and all means to aid in the destruction of the New York cabal. While exposing the Illuminati's involvement in New York will mean no one will benefit from their 'talents' for a long time to come, there must be a good reason...

The NSA, knowing they will not being able to convince agents in the government sector to go along with this, call in a few favors from foreign sources. The Nephews of God are all too happy to provide support from their newly acquired International Affairs offices provided by the kind and generous Society.

<Side note: Sorry Glen, no offense, but I've seen NY pumped up too many times to let Bavaria keep control of it.>

Tue, 12 Nov 96 10:32:29 EST: England spends its action token (with a power of 6) in New York's defense, bringing the roll down to a 4 or less.

At about the same time, Glen gave Jason a Plot card. (The gift)

At this point, a speed-play question arose; James proposed to use the Society of Assassins' action to aid the attack, and Thany proposed to use the Nuclear Power Companies to cancel England's action. Thany declared his intent publicly, with the following color text:

Somewhere, a newly-hired Bavarian janitor "accidentally" flips a switch inside a room which only five people have seen. Everywhere else, the world shifts slightly...

Neither player knew of the other's action when they declared their intended actions. Neither action would prevent the other from happening, but they could be considered redundant; either of them would be sufficient to bring the roll up to a 10 or less. After some debate about the right way to handle this; we decided to that we would handle such situations by dicing off to see who would go first, and to allow the other player to retract his action. James rolled a 9, and Thany rolled a 4, so James used the Society of Assassins, and Thany did not use the Nuclear Power Companies.

The Society of Assassins, fearing Global Domination is close at hand (mostly because it wouldn't be their own), devote the remainder of their resources to eradicate the Bavarian command structure in New York.

This is cool. The first attack in the game started sometime last week and is winding down now only due to everybody being out of action tokens (no, the NPCs do not have a token, which seems to be a popular misconception) and has made who knows how many conspiracies and sub-conspiracies. The Masters Who Dwell In Shadows are probably pleased. :)

Where/when did the NPCs spend their token?
Remember, you and James the Assassins wanted to both aid the attack against New York -- James won the die roll, so his aid went through first.

Are you still cancelling England's token anyway? Making the roll a 17? Of course, this would please Cthulhu's Servants, and I'd hate to talk you out of it (since it provides such a nice deterrant against future resistance).... but it was my understanding that you kept your token, and the attack roll is at an 11.

I don't think this whole thing is just a product of overzealous participation. From where I sit, everyone seems to have a real stake in how this attack turns out, for good or ill. The late Network involvement surprised me, though. Naughty, naughty...

And, just in case there are plot negotiations going on (or any other sort of negotiations to save New York), please, please refrain.

Bavaria's in a great position to declare a win by Turn 2, after all. You who haven't seen my analysis can do the math, but please make sure you remember that Bavaria's at 23 Power as it stands.

Sat, 16 Nov 96 00:23:37 EST: No one was willing to do anything else to affect the attack, so the dice were rolled. The final die roll was 9 (Power of the Servants of Cthulhu) + 4 (Cthulhu's bonus to destroy) + 10 (Agents card for New York) + 4 (Bonus conferred by the Robot Sea Monsters) - (7 (Power of New York) * 3 (Good Polls)) - 10 (New York's proximity to the Illuminati) + 1 (Global Power of the Robot Sea Monsters) +2 (Global Power of the N.S.A.) + 1 (Global Power of the Nephews of God) - 6 (Power of England) + 7 (Global Power of the Society of Assassins) = 11 or less.

Don Fnordlioni rolled the dice: he rolled an 8.

Mon, 18 Nov 96 13:48:35 EST: Don Fnordlioni played NWO: Fear and Loathing.

I loathe to play Fear and Loathing, since it'll probably help everyone else more than it'll help me, but it's the least I can do for sucking everyone's tokens away.

In an unprecedented move, the President and Congress agreed to temporarily suspend New York's status as statehood. "The long imposition of martial law in the region has impeded the proper collection of taxes," says an unnamed White House source. "We can no longer afford to enforce a Federal presence in the former state. We wish only to protect the well-being of the law-abiding citizenry of neighboring states."

On the security of the New England, and what effects New York's unruly and apparently insane populous might have on neighboring areas, the National Guard has released this terse statement: "All of our units have been removed from the interior of New York, and are now patrolling the borders of the former state. New Yorkers beware -- any attempt to cross the border will be met with lethal force."

The decision to suspend New York from the Union comes after an extended military presence in the wayward state in a vain effort to keep order after last summer's "Plague of Madness" and rioting in the region. Governor Pataki, since his dramatic and horrifying transfiguration, was unavailable for comment.

Close advisors insist his televised metamorphosis into the fish-like being was mere hoax, though our sources in the former New York report Pataki was last seen crawling into the Hudson Bay, where he might "live forever among the splendor and decadence of the Deep Ones, waiting for the return of Great Kutulu."

Recent Gallup and USAToday Polls show New York's tragedy has had strong reverberations throughout the nation, and the world. "Everyone is saying, 'Will whatever happened in New York happen here?'" comments prominent sociologist Dr. Janet Reiks on the poll results. "This whole affair has sparked a resurgance of xenophobia, on par with the attitudes of Medieval times. Strangers are tacitly shunned in the workplace and community, while existing ideological ties are strongly, almost dangersouly reaffirmed..." Dr. Reiks then degenerated into sociological double-talk which presumably only fellow sociologists can understand.

While running routine background checks on new employees of industrial organizations vital to National Security, the N.S.A. detects an influx of Bavarian influence in the Nuclear Power Companies. Fri, 22 Nov 96 00:41:48 EST: The Nuclear Power Companies could not cancel the attack from the N.S.A., because a non-Secret group cannot use its special ability against a Secret Group. So instead, the Nuclear Power Companies spent their action in their own defense. That brought the roll down by 4, plus an additional bonus of their permanent power (also 4) because they were spending in their own defense. The roll was now a -1 or less.

The Nuclear Power Companies, after running a routine test on their drinking water supply, further notice that their employee files have been broken in to by someone. While not entirely sure who is moving against them, they still manage to put up some defenses against whoever-it-is.

Sat, 30 Nov 96 09:49:42 EST: Thany played NWO: Law and Order, increasing the power of Conservative and Straight groups.

As usual, it began quite innocently. An owner of a convienence store in Akron, Ohio, was robbed for the first time in ten years in the business by "two masked, German-sounding youngsters with shotguns", but the police took a full hour to arrive after he called them. His confidence shaken, this citizen complained to City Hall and started a sort of "neighborhood watch for small businesses". A major network landed an interview with him and a Pulitzer nominated story on his struggle against crime. Millions of viewers were moved by this story, and many took up his cause, soon turning it into a nation-wide movement. But it didn't stop there. It didn't take long before the story reached across the ocean and was heard by people with a similar plight who also started the Lookout (as it had been named). Government, not about to be shown up by their citizens, stepped up law enforcement. Stores began to sell window-bars and miniature tasers for use at home, and were quickly sold out. People everywhere installed security systems and monitors in a desperate effort to shelter themselves from the harsh outside world. Combined with the already high amount of worldwide paranoia and the catastrophe of New York, an world of law and order was quickly established.

But now, the Network seems perfectly happy taking Bavaria's last group, which would count for 2 groups for his goals.

While the Network's minions transport themselves "Out of Time" to plan and plot their moves, they fail to realize they are meddling in the affairs of the more eldrich minions of Cthulhu. Their strange and unnatural experiments with time dilation in Japan inadvertantly summon a most horrid Thing From Beyond. And it's hungry.

And I hasten to remind everyone that the Network has more groups than any of us (8, counting Finland and Japan twice). This will set him back comfortably to 6. Libertarians attack to control Germany

Mon, 3 Feb 97 19:07:33 EST: The Libertarians, with their power boosted by a Jihad, with the aid of the N.S.A. and the Nephews of God, attacked to control Jason's Germany.

The special power of the Libertarians ("If the Libertarians are involved in an attack to take control of any group away from a Government group, double the total Power of the attack") applied here, since Germany was controlled by England. It was not clear how "double the total Power of the attack" interacted with the meta-rule of INWO maths:

Many cards change groups' Power or Resistance. When several cards take effect, changes to a specific number come first, then cards that multiply or divide, and then additions or subtractions.

Because the Cards FAQ says that +10 cards should now say "This card may only count once in any given action or defense," Ralph ruled that the Jihad only counted once.

The initial roll was ( 1 (Power of the Libertarians) + 5 (Power of the N.S.A.) + 3 (Power of the Nephews of God) ) * 2 (Special Ability of the Libertarians) + 10 (bonus from Jihad) - 3 (Resistance of Germany) - 4 (Germany's Loyalty to England through the Government alignment) - 5 (One group away from the Network) = 16 or less.

After a recent surge in popularity coinciding with an ambivalence about religion, the Libertarians have decided 'we've seen all we can stand, and we can't stands no more!' Teaming up with a religious group that was on the fringe until the recent upswing in conservative beliefs, they are making an all out attempt to take control of Germany's government. This caused the special ability of the Libertarians not to apply, and removed the loyalty of Germany to England; the roll was then ( 1 (Libertarians Power) + 3 (Nephews of God Power) + 5 (N.S.A. Power) ) + 10 (Jihad) - 3 (Resistance of Germany) -5 (proximity to Illuminati) = 11 or less.

Dateline England. A 5 mile region around Westminster is in turmoil, as most of the population in the area suddenly decide that anarchy is a very good idea. John Major, resplendent in black suspenders and stockings, was asked to comment on the crisis. He said "wibble".

This also had the effect of causing the Emergency Powers on England to be temporarily invalidated; since NWO: World Hunger was in play, England's power dropped to 0, and it therefore lost its action token.

Wed, 5 Feb 97 13:35:34 EST: Jason spent the action tokens of Finland (Power 4) and Russia (Power 4) to defend Germany. The roll was reduced to a 3 or less.

...a huge Arnold Schwarzenegger look-alike comes from nowhere, takes the bullet with no apparent effect, and raises his own, much larger gun. The assassin scrambles out of sight, but is still blown into bite-size pieces, along with a fair chunk of the roof.

A rules question occurred at this point: Should Bodyguard be played before or after the dice are rolled for the Assassination? We did not manage to resolve this question--Ralph decided that since Thany had announced his intention to play it before the dice were rolled, it was not too unreasonable to play it before the dice were rolled.

(A rules question occurred at this time; in a later message, Thany explained that he had meant to make the attack Privileged. (Note: under the official rules, Glen would not have been able to use the OMCLs to twiddle Newt's alignments, since a group under attack from hand isn't 'in play'. However, we were playing by Pittsburgh House Rules, which permit this.)

A creeping mass of green doom covers the Vatican. The Pope prays for a kingsize weed whacker.

The Vatican lost its action token. immediately, because a Disaster had been played on it.

This was not an Instant attack, because Giant Kudzu says that it is not instant, and any group may aid the victim.

There was a rules question about whether the +5 bonus for Rattacking a rival Illuminati applied to a non-Instant Disaster, because the +5 bonus does not apply to instant attacks.. Ralph initially ruled that it did not. The initial roll was 24 (Power of the Kudzu) - 6 (Power of the Vatican) - 10 (proximity to the Illuminati) = 8 or less.

Wed, 9 Apr 97 14:27:22 EDT: Thany used the A.M.A. to defend the Vatican with its power of 5, bringing the roll down to 3 or less.

We asked about this question on the inwo-list mailing list, but got no response; Ralph's ruled that the bonus did apply.

Here's a tip for all you would-be carbombers. Rather than wiring an electrical fuse to the ignition switch, attach an incendiary fuse to the engine block. A 22.5-second long transmission of "Boll Weevil" by the Presidents of the United States of America originates somewhere in mid-Europe at too low a frequency to be picked up by anything but whales, dolphins, and Krakens. The transmission is intended for one of the latter, who awakens slowly and looks around itself; seeing another, smaller Kraken swimming above it, the former gathers itself and charges the intruder. Meanwhile, the crew aboard RSM _Kraken 1_ wonder what's happening to the sea floor below them...

The Network is furious with the evil servants for backing out of their well thought out plan. Contacting their agents around the world, they launch a strike back. Covert agents arise from within the Israeli secret service, bent on extracting their revenge while Finland sends in the Ice Marines.

Illegal shipments of Tobacco and Firearms are being sent all over as the BATF uses it's own hackers to send the orders. And all of this is being done under the new electronic democrocy of the Former Soviet Republic

Glen then spent his last action token on the Bavarian Illuminati to move NASA to be a puppet of Jason's Finland.

In the spirit of "give 'til it hurts", the Bavarian Illuminati (Texas cabal) also use their own action to pass NASA to the Network.

With their new found space technology, the network quickly moves NASA headquarters to the Pinnacle Fjording Fnords of Finland.

Sun, 28 Sep 97 23:22:54 EDT: Glen gave Jason his Clipper Chip, reducing the power of Texas, the C.I.A, and Brazil by 2 each, and increasing the power of Finland, NASA, England, Russia, Israel, Mossad, the B.A.T.F., and Canada by 2 each.

Mon, 29 Sep 97 13:47:19 EDT: Glen declared victory, with a total power of 50.

Jason revealed his Goal: Power For Its Own Sake and declared victory, with a total power of 51.

The Temple of the Illuminated Seers of Bavaria (Texas branch) send out a few small packages to very ordinary and nondescript post office boxes, containing apparently worthless trinkets, labelled as free samples. The various Illuminati, whose most trusted agents watch the unwitting owners of these post office boxes, observe the contents of these free samples. They report to their masters, who interpret this as *another* declaration of victory by the aforementioned Temple-Bavarians.
In communique from various postal workers, the Internernational Network Transnavigation elongated Representative-New Illumincated Company (InterNic) receives word that the Temple-Bavarians of Texas have declared victory in this battle for the world. Scrambling up with their newfound power, quickly send electronic mail to known conspiritors for the other factions, who quickly realize that the network has also gained sizable power for it's own sake.
