He will not attempt to attract an engineer from another employer by false or misleading pretenses.

Code is violated when:

Engineer uses false pretenses to attract another engineer
OR
Engineer uses misleading pretenses to attract another engineer

Code is not violated when

Engineer does not use false pretenses to attract another engineer
AND
Engineer does not use misleading pretenses to attract another engineer
