He will not accept outside employment to the detriment of his regular work or interest, or without the consent of his employer.

Code is relevant when:

Engineer has an employer

AND
Engineer accepts outside employment

Code is violated when:

The outside employment is detrimental to the Engineer's regular work
OR
Engineer does not obtain consent from his employer for the outside employment

Code is not violated when:

The outside employment is not detrimental to the Engineer's regular work
AND
Engineer obtains consent from his employer for the outside employment
