When in public service as a member, advisor, or employee of a governmental body or department, an Engineer shall not participate in considerations or actions with respect to services provided by him or his organization in private engineering practice.

Code is violated when:

Engineer participates in decisions with respect to professional services he solicited or provided in private or public engineering practice
OR

Code is not violated when:

Engineer does not participate in decisions with respect to professional services he solicited or provided in private or public engineering practice
AND
Engineer does not participate in decisions with respect to professional services his organization solicited or provided in private or public engineering practice
